FOREIGN STUDENTS IN ROMANIA

The national educational system is open – according to the law – also for foreigners.

The enrollment of foreign citizens into the Romanian educational system is realized – regarding the didactical activities – under the same rules and regulations which are valid for Romanian citizens - pupils, students and respectively persons registered for postgraduate studies.

In this context, both the issues concerning the content (educational plans and programs) as well as the administrative character (transfers, examinations, etc.) are considered.

The citizens from non-EU countries can be registered for studies in Romania without entry examination, by supplementing enrolment figure approved for Romanian citizens.

ADMISSION REQUIREMENTS

Non-EU citizens willing to study in Romania have to apply to the chosen Romanian university, in order to receive the pre-enrollment. The Letter of Acceptance will be issued by the Ministry of Education, Research and Innovation.

The following application papers are requested:

  1. Application form (filled in 2 copies);       DOWNLOAD HERE pdf
  2. Certified copy of the Baccalaureate Diploma or equivalent - for undergraduate studies;
  3. Certified copy of the graduation certificate - for postgraduate applicants or PhD;
  4. Academic record translated into Romanian, English, French or German;
  5. Language certificate (see further instructions regarding this issue)
  6. Certified copy of the Birth Certificate;
  7. Certified copy of the passport;
  8. Medical certificate (VDRL test, HIV, result for the lungs radiology).

These documents have to be accompanied by legalized translations in a language of international circulation (by case), certified for authentication by the Embassy of Romania from the issuer country or with Apostille of Hague (for EU citizens). Deadline: 1st September

Before coming to Romania, the non –EU citizens should obtain a valid visa for study in Romania from the Romanian embassies in their own countries.

Usually, international students learn Romanian during the preparatory year. The candidates who speak Romanian can skip the preparatory year after having passed a test of Romanian language. The candidates, who can formally prove that they have studied in Romanian for at least four years consecutively, do not need to pass the Romanian language test or to attend the preparatory year.

Students will have to take language tests, during the academic year, in order to check their speaking and writing abilities.

The quantum of tuition fees for foreign citizens from non-EU countries is provided by Government Decision no. 22/29.08.2009.

The fees should be paid in advance for a period of 10 months for full time courses and 3 months for part time courses.

SCHOLARSHIPS

Citizens from abroad may also be accepted to study on the basis of scholarships granted by Romania, unilaterally or in the framework of bilateral agreements, through the competent authorities in their countries or on the basis of scholarships and grants offered by other states or by international organizations.

Structure of the Universities

Organization of the year of study

The academic year starts at 1st October, subject to the decision of each University Senate. Based on their institutional autonomy, universities may also decide on the academic schedule. Each year is divided into two semesters. Each semester lasts fourteen weeks or fifteen weeks for medicine. Students have a Christmas holiday, an Easter holiday, a holiday at the end of the first semester and a summer holiday.

Examination takes place at the end of each semester. They may be oral or written. A reexamination period is scheduled before the beginning of the new academic year. Classes are held from Monday to Friday.

The Romanian higher education system provides full time courses, evening courses, part time courses and distance learning. The part time and distance learning courses may be provided only by higher education institutions that organize full time courses.

The student enrolls to Ovidius University with all the documents: Letter of acceptance, Certified copy of the Baccalaureate Diploma (or equivalent), Academic record translated into Romanian, English, Certified copy of the Birth Certificate, Copy of the passport, Medical certificate. Courses start 1st October.

Undergraduate Education

Undergraduate education (provided by the universities, academies and conservatories) - courses finalized with „diploma de licenta” (university diploma, equivalent to a first degree). Duration of studies

The duration of the long term studies varies according to the field:

  • 6 semesters (3 years) for sciences, humanities, economic and social sciences, political sciences, arts and sports.
  • 8 semesters (4 years) for law, engineering, pharmacy, agriculture and forestry.
  • 12 semesters (6 years) for general medicine, dental medicine, veterinary medicine and architecture.

Graduate Education

Graduate education offers specialisation or an extension of the education provided in universities. Graduate study programmes include: Master studies (2 years) for university graduates; Doctoral studies (3-4 years) offered by universities and research institutes accredited as such; the doctoral courses are organised as full time or part time courses.

Higher education in Romania has the following forms: regular studies, reduced frequency courses and Open Distance Learning.

Types of Diplomas:

  • Certificat de studii - A certificate awarded to students who have completed their studies in higher education, but have failed to pass and get their degree.
  • Diploma de absolvire a unui colegiu - Diploma certifying the completion of studies at a college and the passing of the relevant final exam.
  • Diploma de licenta - University diploma equivalent degree.
  • Diploma de master - Master Diploma.
  • Diploma de doctor - Doctoral Diploma (Ph.D.). This is the highest academic degree awarded in all domains after 3-4 years of study and original research. It follows the first academic degree (or master's degree) and requires the passing of examinations and the submission of an original thesis. The holder of a doctoral diploma is granted the Ph.D. title in the respective field of science or the arts.

International Recognition of Romanian Diplomas

Through commitments assumed at the European level, focused on quality assurance, credit transfer and transparency of educational programmes description, qualifications (diplomas) obtained in the Romanian Higher Education ensured the academic and professional mobility of the graduates all over the world.

MATRICULATION REQUIREMENTS

Admission to higher education institutions is based on the selection of application files. In order to apply to study architecture, arts and sports, international students are required to present their portfolio.

International students have to prove good knowledge of the teaching language (Romanian, English or French).

Foreign students, who have begun to study in their home country or in another country, can finish their studies in Romania. This is possible according to each individual case, after the recognition and equivalence of diplomas by the Romanian universities where they wish to study.
